It was built by the people who founded Evo — and who wrote the netcode the genre runs on
Twins Tom and Tony Cannon left software-engineering jobs at VMware and founded Radiant Entertainment in 2011. They had already created the Evolution Championship Series, the fighting-game world's biggest tournament, and GGPO, the rollback-netcode middleware that almost every modern fighting game depends on. Riot acquired Radiant on 8 March 2016, cancelled the studio's in-progress fighter Rising Thunder, and reassigned the team to the unannounced project that became 2XKO — which ships with server-based rollback netcode directly descended from Tony Cannon's own middleware.
