The cheapest way to own it loose is the Sega Genesis version ($11).

Also released on: Arcade · Super Nintendo Entertainment System · Sega Mega Drive/Genesis · PlayStation · Super Famicom. We haven’t priced or authenticated those versions yet.

Prices are per version and are not interchangeable, and neither are the reviews: conversions in this era were often built by a different studio than the original, so a score earned on one machine says nothing about how another plays.

The Sega Genesis version

Konami's light-gun shooter on the Genesis is only worth owning with the Justifier, and the cart itself is cheap in the US.

This is the Genesis / Mega Drive version of Lethal Enforcers, Konami's arcade light-gun game built from digitized photographs, which Konami developed and published for the console. It came out in Japan in December 1993, in North America in 1993 and in Europe in February 1994. The home releases include a revolver-shaped light gun called the Justifier.

GamePro gave rave reviews to the Genesis version. It was one of the first video games rated MA-17 by Sega's Videogame Rating Council.

What the press said at the time

GamePro Issue 53December 1993Graphics 5.0, Sound 5.0, Control 5.0, FunFactor 5.0

“The smash arcade shooter hits on target for the Genesis. … this cart enforces all the same thrills, and has one of the best light gun interfaces of any shooting game.”

— GamePro, December 1993

How the Sega Genesis version differs

The Genesis version came packaged with the Konami Justifier, a revolver-shaped light gun, and a standard controller can be used instead.

A second-player Justifier light gun, pink in color, was available only by mail order from Konami.

Sega Pro scored the Mega Drive game 88%, calling it a light-gun game of stunning simplicity and probably the ultimate stress-reducing experience.

  • Super NES. The Super NES version has traditional Nintendo censorship: no blood, a green or blue screen flash on a lost life, and renamed stages such as Downtown Assault and Gunrunners.
  • PlayStation. The PlayStation version is a two-in-one compilation with Lethal Enforcers II, developed by Konami Chicago and released in 1997.

Before you buy

Sega Retro lists the game as requiring the Justifier light gun, so a cartridge on its own is not enough. Among US carts it sits below the median. The European cart usually costs more than the US one, and the Japanese cart usually costs more than the US one too and has a different cartridge shape from a Western console's slot. A complete copy of any release usually costs noticeably more than a loose one. It is a cheap-tier game with no per-game fake concerns.

The Sega CD version

Konami's police shooter with CD music sampled from the coin-op and a Justifier that comes with it.

This is the Sega CD version of Lethal Enforcers, Konami's light-gun game. It came out in Japan on 29 October 1993, in North America in November 1993 and in Europe in December 1993. What sets it apart from the cartridge release is its CD-quality music, sampled from the arcade original. GameFan, previewing it in September 1993, called it sooo close to the coin-op and noted the revolver-style gun Konami was packing in with it.

That gun is the Justifier, and it matters when you buy: the game was sold with it, and no gun-less version was sold.

What the press said at the time

MegaTech Issue 26February 199480%

“I enjoyed it. It's very simple, a bit like Operation Wolf, but having the guns to play with makes it a good laugh”

— MegaTech, October 1993

“Operation Wolf-style, into-the-screen shoot 'em up, converted from the arcade game. Your task is to blow away the digitised onscreen terrorists in a variety of locations. Good fun, especially in two-player mode if you're both tooled-up with the special Konami plastic hand guns (and if you've got over £90 to get kitted up with same, of course).”

— MegaTech, February 1994

“However, the digitised graphics and sampled sound make this more exciting than your usual cartoon -graphics firing range affair, and this is certainly a title for budding Harry Callaghans everywhere.”

— Sega Magazine, February 1994

Before you buy

A complete copy includes the Justifier light gun, so a disc without the gun is incomplete, and listings that include it are priced separately from disc-only ones. Compare like with like. The European disc usually costs more than the US one loose and about the same complete, and the US loose disc sits below the middle for North American Sega CD games. Ask for photos of the printed side, the data side and the inner ring, and make sure the title and catalogue number on the disc match the case.
